Medical Reform and Insurance Companies

As Im now hearing on Fox News, for people that dont get medical insurance prior to 2013 there will be a fine payable to the IRS of 95.00 or 5% of their income.  This hurts younger people just starting out and elderly people on a fixed income.  My original thought on the medical reform was to help people without insurance have it.  This was to not only assist them but to help the hospitals and doctors with their income and meet their bills.  The problem I see with the above is that it is hurting individuals and causing them to either get insurance or pay a fine.  That helps the insurance companies even though the insurance companies seem to charge high prices and decide what they will pay out for it.  The insurance companies have in the past refused to pay out on procedures and prescriptions that have been requested by a doctor and approved by CDC saying it is experimental.  This also tends to put another burden on individuals.  Im also hearing the some other business are cutting benefits like dental and eye glasses from the pensions of individuals living a fixed pension.  All of the above would be putting more of a burden on a persons expenses which at this time can not be afforded by them.
